Aka Bonsai grass.  Eleocharis radicans is a species of spikesedge known by the common name rooted spikerush. This aquatic or semi-aquatic plant is native to the Americas as far north as Virginia and northern California.  

A low-growing, mat-forming perennial in the sedge family (Cyperaceae). It is prized in landscaping and aquascaping for its ability to create a dense, vibrant green carpet that resembles a miniature lawn.
